Переставьте модальный перед подлежащим. Could — вежливый вариант, а не обязательно прошедший.

Переставьте модальный и подлежащее:

You can drive. → Can you drive?

can или could в просьбе

Годятся оба; could мягче и надёжнее с незнакомым человеком:

• Can you open the window? — с приятелем нормально.
• Could you open the window? — нормально с кем угодно.
• Would you mind opening the window? — самое официальное из трёх.

Ко времени это отношения не имеет. Could работает на вежливость.

Просьба о разрешении

Can I и Could I оба спрашивают; May I — официальный вариант:

• Can I sit here?
• Could I have the bill, please?
• May I come in?

Как отвечать

Настоящий вопрос об умении берёт краткий ответ: Can you swim? — Yes, I can.

Просьба — нет. Could you help me? — Yes, I could звучит нехотя. Естественные отклики: Of course, Sure, Certainly — или извинение.
